Special Education
At Winona Area Public Schools (WAPS), we believe in the potential of every child. Our Special Education Department ensures that all students receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) — aligned with Minnesota Rule 3525 and the Individuals with Disabilities Education Act (IDEA).
We proudly serve all 13 disability categories recognized by the State of Minnesota, honoring each student through person-first language, individualized programming, and inclusive learning environments.
